BYLAW V - STANDING COMMITTEES
Section 1. AWARDS
COMMITTEE
The Awards Committee
will be composed of seven members, with regional representation,
representing
all membership levels, who will serve for two years. Its function is to select
the recipients of the awards in the following categories: Outstanding
Elementary Classroom Teacher, Outstanding Middle School Classroom Teacher,
Outstanding High School Teacher, Outstanding Social Studies Classroom Teacher
Awards, Distinguished Educator, Distinguished Service, and
SIRS Academic Freedom Award. These awards will be given on the basis of
statewide nominations. It may also award a Special Service Award for service to
NYSCSS. Nominations for this are recommended by any member of the Board of
Directors.
Section 2. BUDGET AND
FINANCE COMMITTEE
The Budget and Finance Committee will be composed of five members who
will be appointed for three years. The treasurer will serve as the chairperson.
Its purpose is to facilitate the development of the annual convention budget
and the development and presentation of the annual operating budget of NYSCSS.
Section 3.
CONVENTION PLANNING COMMITTEE
This committee will be chaired by the President-elect and will be
composed of representatives of the local council where the convention will be
held, the Executive Secretary, and other persons designated by the
President-elect. In an area where no local council is active, the
President-elect will designate the proper
committee. Its function is to plan the annual convention.
Section 4. CULTURAL EDUCATION COMMITTEE
The
committee will be composed of two members and they shall serve staggered terms
of three years. It shall be composed of six cultural representatives and six
members of a council for the Social
Studies. Two members
of each group shall be appointed annually. At least one cultural member shall
be
drawn from each area
hosting a convention of this council. The chairmanship of the committee shall
rotate between the two groups of members. This committee shall maintain close
working relationships with
cultural education
facilities that offer programs to assist elementary, middle level and secondary
education.
Section 5. ELEMENTARY COMMITTEE
The committee will consist of a minimum of five members and shall have
co-chairpersons. The functions of this committee are:
1. Analyze and disseminate information and developments on each grade
level.
2. Review curriculum documents and assessment tools
3. Publish resource,
methodological and curricular material
4. Perform additional
functions as designated by the Board of Directors and President.
Each co-chairperson will serve on the K-12 Curriculum and assessment
committee.
Section 6. HUMAN RIGHTS COMMITTEE
The committee will review the content of the Social Studies curriculum
in terms of Human Rights. It will assist members in enhancing instruction in
Human Rights.
Section 7. K-12 CURRICULUM AND ASSESSMENT COMMITTEE
Membership of this
Committee shall consist of the co-chairpersons of the Elementary, Middle Level
and Secondary Committees, one supervisor and one college member. The functions
of this
Committee are to:
1. Longitudinally coordinate the activities of the Elementary, Middle
Level, and the Secondary Committees.
2. Review, select and
monitor curriculum mini-grant proposals, including financial disbursements.
3. Seek out, review
and select programs of excellence and nominate NCSS programs of excellence.
4.
Perform additional functions as designated by the Board of Directors and
President.
Section 8.
MEMBERSHIP COMMITTEE
This
committee will be chaired by the Vice President and will consist of one
representative from
each local council
President. Its function is to promote local, state and national membership.
Section 9. MIDDLE LEVEL COMMITTEE
The
committee will consist of a minimum of five members and shall have
co-chairpersons. The functions of this committee are:
1. Analyze and
disseminate information and developments on each grade level
2. Review curriculum
documents and assessment tools
3. Publish resource, methodological and curricular material
4. Perform additional functions as designated by the Board of Directors
and President
Each co-chairperson will serve on the K-12 Curriculum and assessment
committee.
Section 10. NOMINATIONS COMMITTEE
The Nominations Committee will be organized, and function, as provided
for in Article V, Section 2 of the Constitution.
Section 11. PAST PRESIDENTS COMMITTEE
Membership will be extended to all past presidents in good standing
with NYSCSS. The chair of the committee will be the previous past president.
The committee will provide continuity in the organization.
Section 12. PUBLICATIONS COMMITTEE
This committee will be composed of: the editors of TIME & PLACE,
the editors of the SOCIAL ,
SCIENCE DOCKET, the
Web site editor, the immediate past president, the secretary, and three members
. appointed for three year terms. Initially, the three members will be
appointed to serve one, two and three
years respectively.
The senior appointed member will serve as chairperson. Its function will be to
oversee all publications of NYSCSS and to monitor:
1. Membership
reactions and needs
2. Finances
3. Relationship with
local councils and other groups
4. The current trends
of social studies education
Editors of the SSD
and TIME & PLACE will be appointed by the President with the approval of
the Executive Committee. Editors will be granted three year appointments
subject to annual review by the Executive Committee in consultation with the
Publications Committee.
Section 13. RESOLUTION COMMITTEE
The members of the committee will be selected by the President. Any
affiliated council or individual member desiring to have a resolution presented
at the annual meeting will submit it to the
Chairperson
of the Resolutions Committee, or the Executive Secretary, at least one month
prior to the
annual meeting. If a
resolution is passed and is to be made public in any way, the actual vote will
be noted in the resolution along with the total membership of the Council at
the time. Upon the vote of twenty-five
percent of those present at the business meeting, such resolutions will
be submitted to the general
membership
by mail ballot. They will be passed by a majority of members responding within
a time period
designated
by the President.
Section 14. RETIREE
PROGRAM COMMITTEE The committee will be composed of not more than 12 members who shall
serve terms of three years, The committee will develop programs which will
focus on the needs of Social Studies Retirees.
Section 15.
SECONDARY COMMITTEE The committee will consist of a minimum of five members and shall have
co-chairpersons. The functions of this committee are:
1. Analyze and disseminate information and developments on each grade
level
2. Review curriculum documents and assessment tools
3. Publish resource,
methodological and curricular material
4. Perform additional functions as designated by the Board of Directors
and President.
Each
co-chairperson will serve on the K-12 Curriculum and assessment committee.
Section Section 16.
TECHNOLOGY COMMITTEE The committee will be composed of not more than 12 members who shall
serve staggered terms of three years. This committee will promote awareness of
computers and technology. The committee will staff and oversee the operation of
the computer lab at the annual convention.
